No, temperatures would have to be suitable sometimes. Earth is full of ephemera that activate under the right circumstances and go dormant elsewise. The violent conditions on Io make me think of things like brine shrimp, triops, and desert wildflowers. They don't need long to do their thing, and violent storms just spread them around.
