This post talks about how to go from a general ideal to a specific plan of action.
I am particularly intrigued by a side example: instead of a white cross, place a white bicycle to show where traffic killed a cyclist. It's a nondenominational way to call attention to a common problem.

But please use crappy unusable bikes, or partsless frames if possible, I've known far too many people who have trouble buying a bike to want to turn fully useable ones into memorials.
