[well, with rather *less* power maybe] I mean, at the risk of stereotyping... you gotta figure there has to be at least a few from slums or trailer-parks, and all that entails in terms of socially disadvantaged and deprived upbringing etc..

Actually, the rate runs about 2/3 crickets to 1/3 capes, and among capes, 2/3 supervillains to 1/3 superheroes.

Yes and no. Statistically speaking, low levels are more common than high levels, and single powers are more common than multiple powers. But it doesn't map to social class or morality; rich or poor, decent or shitty, people have the same chance of level and plurality in development.

Actually, people in those places have a higher rate of manifestation. Why? Because poor people more often live near nuclear reactors, toxic waste sites, or other unpleasant metagens. In other words, NIMBY raises their chance of going from latent to active superpowers due to environmental exposure. So there's a stream of people from disadvantaged backgrounds who suddenly wind up with superpowers, and often put those to immediate survival use -- which is frequently illegal.

But you are right, I hadn't considered the environmental factor ... and I just bet someone over there has noticed that, come to the same conclusions, and then used that as an argument against NIMBY-ism. People do tend to be on the ball rather better in T-America.
Hmm.. I'd like to think that means they have the problems of disposing of chemical toxins and nuclear waste sorted.. or at least not producing them as much. But honestly.. they probably have a really, really big storage facility some place like Nevada where all the nuclear/chemical eggs are put in one basket. [and then they watch that basket really well.]
Unless of course, they have a Lunar Farside storage facility already.

That's true. However, the ones with "near god-like power" come from two things: 1) people with more than 6 points of Powers, because they worked hard enough to raise their levels and/or 2) people with very rare abilities such as Time Control, Soul Powers, Sorcery, or Superpower Manipulation which are inherently potent. People with metapowers -- a cluster of abilities stemming from the same source -- can level up but usually start at Master (+6) or more often lower.

Chiefly, they don't produce as much, because they're more inclined to spot those problems and stop making them worse. They also have some better means for cleaning up the mess. Not perfect, but when you add gizmology and soups like Blight, it helps.
I know they also have small portable incinerators that can reduce pretty much anything to harmless dust in seconds, but I don't think those are mass-produced and I doubt they get bigger than a small trunk. The ones I've seen are the size of a cigar box or a briefcase. Very handy for disposing of medical waste when dealing with paranoid supervillains, but not helpful on a municipal scale.

Not all in one, but they are inclined to put such things in more secure places (and containers) than here. A challenge with that is, transportation runs the risk of wrecking.

Alas, not yet. But there is someone determined to launch Island One, and he's moving to the Maldives. *laugh* With his space program in a briefcase. It's nanotech and it can scale from a desktop model to full size, given enough resources. His immigration pitch is, "Do you want a space program?" I need to get that written.
"Sure, we'd like a space program. What do you need?"
"I need enough metals and organics to build a whole new island. The launch and landing pads would be ready within a few weeks, and the ships a few days after that."
"... um. A whole new island? We might have to import a few things for that."
"Trust me, a good space program is worth that much! Think of the prestige!"
"Well. Why don't you prove that your methods are safe, first? Then we'd be very, very interested in asteroid retrieval and high-quality metals refining. Surely nanotechnology would be good for that, yes?"
