It's only ridiculous if you believe that people should be allowed to move in and become citizens. It makes perfect sense if you believe that outsiders should be kept out.
A majority of this world's nations believe the latter and design their laws accordingly. It is very difficult to switch countries legally, and dangerous to do so illegally. But the driving forces are enough that people routinely risk -- and not infrequently lose -- their lives trying. Everyone claims to be sad about seeing a dead toddler facedown on a beach, but almost nobody wants to change the things which led up to that. Except Canada, they stepped right up on the Syrian refugee issue and left the rest of the world looking like asshats. Go Canada!
