I think of Phil as a lot like Steve: he's human, he makes mistakes, but he doesn't hurt people out of unfounded malice. And like Steve, there are times when Phil carries virtue into vice: he stays loyal to Nick Fury despite his friend's degeneration into some pretty heinous behavior, which has seriously harmed several of the Avengers.

Just imagine him facing down any enemy who has hurt one of his people. Like that lovely scene in the movie: "Put the woman on the phone or I will vaporize the building before you can make it to the lobby."
