Looking back at scenes in Thor and The Avengers ... I think Phil realized something was desperately wrong with Thor and Loki, and was trying simultaneously to do damage control on that while containing the larger incidents. It worked better with Thor than with Loki, but then Loki wasn't the decider in the latter case.

Possibly not in his home town, but probably within driving distance. Some helplines also have a call-forwarding function so that you can work from home, once you complete the training.
