>> Always a good idea to come bearing snacks, I imagine that after a fight even more so. <<
Smith and Jones belong the SHIELD ground support team. They're linemen, whose main job is to hold the perimeter so that the Avengers have a clear space in which to fight. When there's no active combat, it doesn't take as many people to do that, so some of them can move inward or outward for other tasks, such as more direct hero support.
They would know that fighting burns energy, so people often get ravenous afterwards. That's especially true in cases like this where there's no immediate fighting to sustain the adrenaline high -- but something else might pop up, so they can't just pack up and go home. The interesting question is whether Smith and Jones have figured out that Bruce-and-Hulk respond well to food rewards.
>> I love how you are portraying hulk as smart but uneducated. <<
Yay! That's based on my understanding of canon across multiple iterations, especially from The Avengers. Bruce-and-Hulk have a crappy past that must have disrupted their development and education. Bruce almost never lets Hulk out, so Hulk's understanding of the outside world is limited, mostly filtered through Bruce. But they share a genius brain, so they are both genius guys. It's just that Bruce is an intellectual genius while Hulk is an emotional and physical genius.
Now that Hulk has a chance to socialize with people who aren't trying to hurt him, and get some experience other than combat, he's able to learn new things. Notice that he advances faster than a chronological toddler would, because his brain is mature and through Bruce he has longer life experience. This is Hulk with the parking brake off.
Phil is starting to realize that Hulk needs more front time than Bruce has been allowing him, and more diversity of experiences. This comes up more as the story continues.
