Local Author Ebooks

I've mentioned before that in Terramagne-America, the states (and some smaller regions or major cities) have local author networks such that individuals or institutions can subscribe to them. It's usually an option within major providers of e-reading content; libraries and waiting rooms typically have e-readers for guests to use, where you can search by topic, author, title, locale, etc. I've looked and looked for something similar in local-America.

snowflake_challenge mentioned one, and what ho! it's even in Illinois! Check out Inkie. Authors can create an e-book from their manuscript and share it through libraries. \o/ Looks like they're using Pressbooks. I have no idea how to do such a thing, but it might be interesting to put out something through there, if anyone else is familiar with that approach.
