The usual paper making can include a bit of bleach to whiten it, and make it less likely to mold as it dries. That would kill the seeds.

However, if the page is barely damp and sprinkled with fine grained seeds (carrots, radish, maybe onion), then it's more likely to dry before the seeds germinate. The thing is, it would be hard to get the seed spacing somewhat correct enough for the recipient, so the best one could hope for would be a decorative strip along the top or edges that can be torn off and then torn into small bits.

The down side to even trying this is finding the sweet spot for dry enough paper to keep the seeds from germinating. No matter what that is, the seeds will be very easy to knock off the page.
