Publicize how much this will cost each taxpayer (in the drought zone) individually ("Every person must pay an additional $5,000 in taxes...yes, even the kids.")
Simultaneously, calculate the value of all the water being outsourced (and include loss of habitats, etc) and publicize that in the 'donor's zone.
Sit back and watch the mayhem, possibly with popcorn.
SHEEEESH! As if things weren't bad enough... My kids (now 45 and 40) are going to have a rough world to live in. I don't know what to hope for, for myself.
A good life, and at the end of it a good death? (Yes, I know that sounds horribly morbid by the standards of my culture - but isn't that what we're all ultimately hoping for?)
For concerns beyond the self, improving the world in some minute way can be taken as a victory.
