Stands to reason actually. A star has a chaotic atmosphere because in effect it's boiling, convection is the dominant force. A brown dwarf's atmosphere, without the nuclear fusion to heat it up from below, doesn't boil, so the dominant force is the rotation. Hence recognisable weather patterns like Jupiter or earth for that matter.
