And oh look, the supervillains beat everyone else to the brass ring because they're sick of being neglected.

So if you have miserable people, they will do anything they can to dull the suffering -- which means that before you can solve substance abuse, you must first make people's lives livable. In this regard, Thalassia has done a brilliant job, but they are running along behind other societies trying to clean up the human wreckage. Hence the high rate of substance abuse.
