I would bet that most people don't know that, and even the ones who do aren't likely in any shape to remember they're supposed to fish it out before the will is dispensed or estate sale is held. Few have the energy to sort through an entire household of stuff by hand. They usually get someone else to process it, and those handlers just process whatever they're given. It's why you often see library books in estate sales, too.
