In that regard, this is a wonderful look at T-America's social infrastructure. Even the underside is fairly functional. A number of malfunctions actually fitted together in order to set up this new, improved scenario.
* Boss Batir was a real fuckup, who contributed to the overall crappiness of Lincoln.
* Eventually this landed him in jail, leaving a power vacuum that nobody else had managed to fill.
* Meanwhile, some nutjob shot up downtown Omaha with a disintegration beam.
* That wiped out Boss White's interest in having anything to do with guns or gunrunning.
* But that is Faster Blaster's whole specialty. He couldn't stay in the Ebonies & Ivories under those circumstances, and Boss White wasn't about to let the cops have him. Happily, Faster Blaster had been a lieutenant for a good while, giving him plenty of leadership skills.
* So the logical solution was to put the guy who needed a new town into the town that needed a new Boss, with enough seed money to make a good start.
Everybody wins, including the cops and average citizens, which we'll start to see in later poems.
