A 60% decrease in a few years is a bit more than a 'sharp decline' ... it's more like an extinction level event in progress!!
and given the way we've saturated the environment with organophosphates, glycophosphates [which are now known to be cancer causing] and god alone knows what, all of which decay verrrry slowly... it's really not surprising.
