The way I come up with a lot of these things is to imagine that aliens have landed, and they mostly let us keep running things but every so often something *stupid* catches their attention and they say "do it this way" (with an implied "or else" that they rarely need to follow thru on)
Another idea is that if the government gets into one of those "we haven't passed a spending bill, so we have to not pay people" situations, then the folks responsible have their income *confiscated* until they get the job (passing the spending bill) done.
So if it's just that the Senate won't vote on the bill the house drew up, then all the Senators get dinged. if it's the House and Senate not able to agree, then it's both that get dinged. And if the President vetoes he he and Congress *all* get dinged.
Have to figure out a way to compensate for the absurd amounts "money other than income" that these folks have access to.
And I chose "confiscate" deliberately. The money can go to the general fund to help pay for things.
(Frankly, I'd like to see all of them stuck on the equivalent of food stamps and housing vouchers while in office. then maybe they'd pay more attention to safety net stuff)
