I'm put in mind of the comic "Twin Dragons", which features the title pair, as well as a handful of other anthropomorphic characters. The backstory for the comic explains that for some reason some humans have started having children who have the features of animals, whether Earthly or fantastical, rather than plain old human children. Superpowers, not really, but creature-type abilities definitely (the twins can both breathe fire, for example).
