1) There are no overpowered characters, only underpowered opposition. Consider that Phil, an unmodified human, went up against a god. No shortage of opposition there, even if Phil did manage to hamstring Loki with "You lack conviction."
2) Mary Sue/Marty Stu characters are generally considered "too perfect." Phil has flaws, some of which show in canon like that painfully awkward first meeting between him and Steve.
