Yes, that's true. I think that Phil is a great handler partly because he sees the potential in everyone, and the flaws, and where to press to make improvements. Then he has the patience to see it through, and not give up on people just because they're rough at the moment. After all, he brought in Hawkeye and Black Widow. That took some serious work.
