In Terramagne, it's interesting because a few superpowers are really tight-knit culturally, like teleporters and telepaths. Sometimes people who gain powers from the same incident form a cohort, like Junket's cohort. But there's one group that truly became a new people because not only did they come from the same event, it was a village-sized mass of several thousand folks: the Blue People. They soon found out that it's dominant genetically too, which means they can sustain that population and culture.
