Death, hell, they can do it live on the battlefield, and it's a known failure mode of warfare. Say you've got a long war going with entrenched, facing positions. In order to maintain the heat of battle, you have to rotate the troops posted at each location. Otherwise the doves will coax the hawks into an impromptu, localized agreement in which they purport to continue conflict but actually don't aim to hurt each other seriously, because that way they both have a higher survival rate. They'll get together to rescue any wounded, they'll throw a damn Christmas party together.

Historical references exist for various wars. I hit a reference to this on a book about the mathematical and sociological implications of the The Prisoner's Dilemma and peacemaking.
