Yep. It helps that Cas is shaping up as a first responder, because he's their patcher -- and all the first responders tend to stick together.
More subtly, there are occasions when a cop needs a few stitches but really, really doesn't want it to show in his public record. ;)

Stuff the Hammerheads and Tatters have been into: * beating the shit out of people * bashing up buildings * running hard drugs and guns, sometimes zetetic * drag racing inside city limits
Stuff the Broken Angels are into: * quashing more violent gangs * selling weapons, but not unsafe ones * stealing (but not out of Lincoln) and fencing expensive cars * drag racing outside city limits * prostitution (now with health care!) * raising sky rats as pets * real estate
