It's a thing some people experience. Presumably these are people who do not know themselves well enough to identify and solve a problem stemming from dysfunctional self-tech interactions.
It's not a problem I have. I treat my tabs like a bookshelf, and that works great for me.
I've had overload issues in other areas of life. I prefer to solve those by reducing the input to what I can handle. If other people overload me by force, then I am not responsible for the negative results as I did not choose them.
