I am reminded of how towns used to have fountains designed for people, horses and dogs alike to drink from. I wonder what would happen if we brought that idea back?

You rarely see horse troughs anymore, but there are fountains made for animals as well as people.
I have seen that sort of fountain in other places. I think the St. Louis Zoo has one that's a sort of spiral up on legs, with bubblers at different heights so everyone could reach. It had roll-under reach at a time when almost nothing did -- the thing is probably older than I am.
A lot of places do have basins for dogs to drink from - usually the runoff from the human's fountain fills it. But there aren't enough horses in most populated areas to make it sensible to provide a horse trough. But there ought to be more handicapped-accessible drinking fountains.
It can be very difficult for animals, especially wildlife, to find good water in human areas. That's why one of the best things you can do for wildlife in your yard is provide drinking water. A birdbath (pedestal or ground) is good, a pond -- even a tiny one -- is even better. In summer you can freeze a big block of ice and leave it in a dish to melt.
To make a puddling spot for butterflies, mix sand with a little soil or compost, then add a few pinches of mineral salt. Butterflies will also drink from rotten fruit, so if you have fruit that goes bad, put it out for them.
Fascinating - I'm eager to try the recipes (although not the one with cream, ginger extract, and clam juice (shudder)), but the other two sound interesting.

I think we do need more water fountains, handwashing stations, etc.
