I'd have expected most worlds to have areas inaccessible to certain types of intelligent life. (I don't expect us to be swimming in magma anytime soon...nor do I expect any surface-dwelling Jovians to explore the depths of their atmossea...)
Most worlds have a variety of habitats. A species usually explores the easy areas first and the harder areas later. Sure there can be areas that are lethal, but once you leave your homeworld, space is ALL lethal unless you're lucky enough to have more than one habitable place in your solar system. It is easier to explore deadly places on your homeworld than it is to build a rocket and then explore deadly places elsewhere. Also the more practice you get at home, the better you're prepared for elsewhere.

In case you're curious, this is a bizarre fluke. Usually an intelligent species explores most or all of its birthworld before venturing to others.
