Taking Voter Education is like taking Driver's Education. You can vote in local elections at 16 instead of waiting for 18.
I'm working out birthday timing, but it looks like the requested characters should be eligible for the 2016 election. That's a bit beyond most of the current timeline, but things are established enough that writing that should not create problems.
Also, Pogonip was 18 when rescued and Arun was 17, so they should be able to vote for the full ballot.
