Isn't halal anything permissable to eat? (Any nonalcoholic plant bits, honey, cheese, eggs, halal-approved meat etc...) So most grocery stores should have dairy, fruit, cereals...about the only food stores that wouldn't sell /anything/ acceptable would be a liquor store or non-halal butcher, I'd think.
In the past, I've suggested people request vegitarian food, if non-halal-certified meat is not acceptable. There is also apparently a prayer one can use to make non-halal meat 'acceptable.'
Note: I have helped people acclimate to American culture, but I myself am not Muslim, and may be overthinking on technicalities.

There might be a less popular sect of Islam represented, or a minority cultural group.* Either case might result in someone having an affinity for local oddballs instead of / in addition too the immigrant community.
*Its entirely possible such a difference might not be easily noticeable to an outsider. (How many non-Americans would be aware of the cultural differences between, say, Appalachia and Mannhattan? Or NYC and San Fransisco?)

Majorities can afford to be choosy. Minorities often can't afford it.
