He could, but that would be a lot more work, and Shiv already worked himself almost to the point of faceplanting. Simpler to have a plumber pull the pipes once identified.

There's already more work to do just fixing the lead pipes than people available to do it or money to pay for it. Adding more projects is unfeasible. Though someone probably will try to add in the lead paint as soups sweep the town to remove lead from the soil.

Their EPA is better than hours, so yes, once the word gets out there will be a fast response. dialecticdreamer already wrote the big reveal, although we haven't covered the political aftermath yet. The reason it hasn't popped before this is powerful people managed to cover it up, so white-hat solutions weren't working. Enter your friendly neighborhood supervillains ... ;)

That would be a stretch for him. His powers primarily focus on sharp things. He has practiced enough to have a good awareness of metals in general, but the soft ones are difficult to work with and he's less good at making things that aren't sharp. There are more efficient ways to solve the problem.
