Yep. I think it would wind up like "elven chain mail" -- tiny rings, feather-light, but hardened with his superpower so nothing can cut through them.

Maybe, maybe not. Superpowers often have an instinctive aspect, and Shiv's has acted to protect him before. It might take a little practice to make this function truly reflexive, but given that his superpower emerged to protect him in the first place, I bet it's a fast learner in this regard.
