So far, what I've seen is nearly the opposite. The supervillains are stepping down their usual response to give conventional police the first turn, and notifying culprits that they're safe as long as they stay in jail following the social rules. If they decide to skive out, then they become legitimate targets.
The only other case I can think of where it's a threat was a classic mob approach, in which Ruggiero tracked down the very problematic doctor at the Mercedes hospital and said, "You can find another line of work, or they will never find the body."
