No, "trash" actually has a technical definition in some cities. It specifically refers to paper, cardboard, and other light materials that burn relatively clean. You don't want people burning stuff like plastic that causes a lot of nasty black smoke.

They are also burned in different containers, such as a barbecue grill or a brick oven/grill, not a burn barrel. I figure Raymond was speaking about the type of fire currently underway.
