Osaka is on the seaward side, but not directly facing the ocean. If you look at tsunami maps, you can see how the waves "bend" around juts of land. Here's an example from an Alaska quake. The waves compress as they travel into bays. So Osaka won't get anywhere near the amount of damage as the unprotected places will, but you wouldn't want to be right near the beach. Protected places will probably use "ordinary tsunami" protocols while more exposed ones will need the "extreme tsunami" protocols. Because the last time the Cascadia threw a big one, Japan got hammered with no warning; it's how people eventually timed the event.

The leeward side of Japan won't need warnings for this event, because all they'll get is slosh.
