Well, they have to be able to understand and explain points of faith, because that's who Muslims ask when they're unsure of something. The highest-ranking imams make the rulings about what is generally acceptable or not. They don't always agree, so there are some very interesting variations across different branches of Islam. It's entirely possible that the Maldives will approve flushies but more misogynistic branches might not.
