Here in Portland, anybody can buy any sort of pass. Adult, youth or "Honored Citizen".
But if the bus or train you are on gets visited by Fare Inspectors and your pass don't match there are fairly hefty fines.
I don't know what the requirements for a youth pass are (student Id or some such, unless you are obviously a kid)
For honored citizen you just need to show you are over 65 or have an "honored citizen" ID. You get the ID by going to the Tri-Met office and showing them something like your Social Security Disability letter and ID (to prove you are that person).
The card has your photo and name. It's good for some number of years (5? 7?). When mine is up for renewal I'll be over 65, so I won't need it anymore.
