Maybe. However, I think it's far less about rules and much more about respect and people skills. If all you do is bark orders at people, it doesn't work very well. Look at America's attempts at desegregation. They forced people who disliked each other to be together, but the moment the pressure let up, everyone sprang apart like two identical magnets. I'm already seeing problems where rules to address sexual harassment cause more friction than they solve. It worries me when people act like making a rule is going to solve a problem. By the time you need a rule, you're usually past the point where having one will help.
If you want people to behave better, you have to show them that, not just rag on them. I've taken classes for improving gender relations, but they were a lot of work and by no means appealing to the masses. I'd look for something more like Sankofa Club -- a way to entice people into the same space for fun social activities.
