Ah yes, the "ethical villain" trope. Folks who try not to hurt people (unless they deserve it) but have little use for "morality" laws.
such favor smuggling, gambling, some sorts of prostitution, some sorts of drug trafficking, etc.
Compare and contrast with the sort of "lawful stupid" "heroes" that are always enforcing laws, no matter how stupid/bad.
