T-America prefers to reserve jail for the worst situations, because otherwise it just makes matters worse. That's especially true for troubled youth, the last thing you want is to put them in with a lot of criminal role models. Probably Crackleball will wind up in Juvenile Hall, as the most violent of the kids, but the others will more likely go elsewhere.
