Yes. Because HYDRA!SHIELD is a stupid plot motif. Of course HYDRA is still a problem, but much less of one, because I generally prefer that heroes win instead of villains.

1) Because Marvel writes him that way, and there's only so much I can change without destabilizing the entire structure. It took me months to come up with an adequate, canon-relevant explanation for his erratic behavior ...
2) Which is that if a decent man joins a spook organization and spends years diddling around with Tesseract-powered weaponry, moral erosion and brain damage are going to build up. :(
Phil has noticed it, but he's trying not to look too closely at what used to be one of his best friends.
