Because Terramagne has much stronger medical neutrality than local-Earth, that really is a telling clue. A theft for personal use is typically limited to one or a few things. A theft for profit by a principled supervillain will be no more than half of medical supplies, rounded down. They can't always get what they need legitimately, but they damn well know what it's like to suffer for want of supplies and they would rather not do that to anyone else. Someone who empties an entire drug safe is someone who genuinely does not give a shit about hurting other people. This is a problem, especially in combination with superpowers.

At bare minimum, having one's brain stripsearched for contraband information is not fun. The Pythia is capable of being gentle, but is in no mood to do so. Especially since the person who just got burgled also paused the investigation to fix Pythia's skin.
