Runners and other staff inside the Tower are Stark Industries employees, very carefully chosen.

The usual approach for outside items is to have them brought to the semi-public parts of the Tower, and from there carried by trusted staff through the serviceways to the Avengers' quarters. Shipped items are customarily sent along a circuitous route, unless urgently needed. But they do have a few restaurants and other regular stores where at least one employee there has been vetted enough to bring things right up to the Avengers. If you've got a team of superheroes eating out of the same place at least once a week, it starts getting silly to make them hand off the package every time. Tomasino's will just bring a cart up -- and leave the cart and dishes, to be sent back whenever is convenient.

Game Night is pretty well protected. Much of what comes to the Tower is not obviously connected with the Avengers -- there are hundreds of people in there doing all manner of things. And Tony is famous for buying weird things. That was old news by the time he hit college. JARVIS has layers upon layers of subtle protections and misdirections.

Well, you screw with Tony's friends, and technology suddenly hates you. You screw with Phil's people and you get strangled in red tape. Play nice, and you get invited to the press conferences, where Tony sometimes belts out gems like, "I am Iron Man." Savvy reporters realize they can catch more flies with honey than vinegar. For the rest, there are deflections and protections.

It's possible, but I have no active plans for it.
