Well, yes. Tony doesn't have to do any thing. I figure reasonable limits were never a big thing (except such rules Jarvis might have had and those applied mostly in the kitchen) in his childhood.
I do wish the comedy beat of 'nagging nanny' had been avoided in the movies. I'm choosing in my own Tony/Pepper to give her better tactical-- she's grown, or at least is trying to.
