Well reasoned. That's another key reason why Phil doesn't notice the handler aspect of what JARVIS is doing.
In fact, Phil doesn't notice a lot of subtle patterns to what handlers do, that are not planned but are more like convergent evolution, and are thus easier to see from the perspective of people like Clint who are assets rather than handlers. There's a bit of that in a later story.
