Possibly true. Percy embezzled tons of money from charities, and wound up in jail because that directly contributed to several deaths. He used to be Ragno's roomate, and a useful networking contact, but bailed after the injury because Ragno needed more extra help than Percy was willing to give. Percy tends to avoid people who want anything from him.
