Exactly. Shiv has only been around people who actually respect him for a year or two. Boss White and some of his lieutenants will apologize as necessary, often backing it with perks or concessions, but they don't spell it out as carefully as they need to in order for Shiv to grasp it. He simply hasn't got the background of civility.
He sure is developing a taste for it, though. :D

There are two overlapping layers here.
One is that they need to build healthy relationships in the first place, because Shiv hasn't had much of that before. For this, look at the earliest examples of Shiv interacting with Dr. G or Dr. Bloch.
Another is that, whenever something goes wrong, they need to work on restoring that relationship to its previous state -- which is below what society would usually consider normal, but a lot better than what Shiv has had in the past. For this, look at how Dr. G walked them through repairs after Dr. Bloch and Shiv had that epic mishap in the infirmary. The situation with Travis is more complicated, because it's early enough that Shiv didn't have the groundwork to understand how to work through accepting an apology for something that intense. They'll get there eventually, but by that time, they'll be a lot farther along than where their relationship started.
