That and sending semolians will enable them to get stuff you *can't* easily ship as an individual: Animal food. That and pay the workers all the overtime they've earned, and keep *them* fed, etc...
There are still people making pouches, but only negotiated with specific recipients. I know this because I was working with a group on the weekend, and there had been quite a lot of to and fro before we started, and we were working to a very specific pattern where the fabric had to be approved before use.
