If it gives off heat and can be submerged underwater, it might be an interesting basis for an aquatic-based technology on another planet. Go scifi!

I remembered that one of the main limitations of aquatic environments is that fire (and all it's required technology) won't work underwater. So, underwater heat-ice...

Plus depending on the exact properties, it could be used as a building or crafting material. Ice-spears, like those spiky cars from Fury Road, an armored construction that hovers steady in the water, heaters for crops...

Ooh, yes. So solid, without the crystalline bonds ... no triboluminescence from bonds breaking, which makes things VERY interesting. Could probably force continual luminescence under the right pressure.
