It's like emotional first aid. You need to start by helping someone get from agitated to calm, before you can work on actually solving the problem.

True. Part of that is the two of them know each other by now, so Dr. Harmon understands how Phil works, what he can do, and what will help. Another part is that Phil has been taught how to step back and think about his feelings. For a more emotional person it would be handled differently.
I have some notes for things like this in later stories, as the Avengers start poking around with what Dr. Samson offers, because they latch onto different things. Some of them are more emotional and some are more logical. It's also appearing in stuff that Phil hands them for personal growth at home.
