Doesn't have to be always - I've had cats sit near or cuddle with my head, sure, but I've also had them snuggle on/next to my lap, or tucked in my knees, or flop next to my feet.
It just seemed to be a greater than random chance pattern occurring over diverse enough circumstances to be noteworthy.
