It's not just unemployment, it's also inadequate employment aka working poor. I.e you are working as hard as you can, and yet cannot make ends meet or still your debt is mounting up.

People need the hope that they can build a better life, or at least break even. Without that, they grow discontent, although they may not have the time or energy to express that visibly.

Kind of a invisible pool of potential protestors or whatever.
