I just think the idea of "I'll sic Dr. Infanta on you" is a bad way to try to run a world of muggles. Fear has never been a good way to run a society. I mean, look at it now. L-Amerika has the fear of the Jewish wizard, the big black boogeyman, the Latinx job thief, burned into 30-40% of the people's brains, and we started sliding straight to hell. The over-arching plot of the X-Men is what happens when you throw soups into that already-toxic mix. Ditto Avengers: Civil War. The world for us wizards and weirdoes goes straight down the two-holer, don't pass go, don't sprinkle any lime over it.
Probably the civilized way to do it other than just keeping your mouth shut until either you escape the threat or have suffered from it and it's time to call the cavalry is to do it the way the L-American mafia did it. "That wouldn't be very difficult. But it wouldn't be wise." Very non-specific.
